I’ve spoken with Safeway’s Denver corporate office (in person!) and they assured me that the cashier should override it without fear of getting in trouble for doing so, but… Yeah, that often doesn’t happen.

Regarding the Lucerne cheese. I am guessing it must be the store or area. I’ve gone to two seperate Safeway stores and gotten the cheese no problem. I also had a personalized deal for the Lucerne cheese for $1.77 so with the doubling of the coupons, I got about 16 packages of cheese for .77 since I had a bunch of the real california cheese coupons. I’m sorry it didn’t work for you! Bummer! I hate when that happens. They did beep, but both cashiers just overrode the beeping.
